Washington Proposes Standards for CCRC Actuarial Reviews
Washington’s insurance regulator is developing rules for reviewing the actuarial analyses submitted by CCRCs that offer Type A or “life care” contracts, according to an August 24 notice. The proposed rules would clarify the review process and communications between the Office of the Insurance Commissioner and a CCRC. The notice says 2SHB 2384 passed during the 2026 legislative session and gives the commissioner rulemaking authority; the comment period ran from August 19 through September 2.
This is an implementation proposal, not a new nationwide rule. The underlying Washington legislation directs state agencies to review whether a life-care CCRC’s actuarial position is adequate to meet contract obligations and provides for appeals. For residents, actuarial review could become an important additional source of information about a community’s long-term ability to deliver promised care.
