Compliance with CCRC agreements

Although I am not answering your question, Maryland law has another avenue for residents if they need help with management decisions. CCRC are required to have an internal grievance procedure for residents.

INDEPENDENT LIVING residents in fee for service communities (aka rental communities) appear to have rights under the Virginia Landlord and Tenant Act (selected sections highlighted and attached). However, they are NOT covered by the Northern Virginia Long-Term Care Ombudsman Program. It appears that the only way to get management to comply with CCRC agreements is to take the CCRC to court — a daunting prospect for retirees. Are efforts being made to extend the Ombudsman's mandate to cover residents in Independent Living in fee for service communities in Virginia? Can you recommend an attorney to defend resident's rights?
