Virginia does not have this requirement in the Code of Virginia. I live at Lakewood in Richmond ( a community of LifeSpire.) There was an unsuccessful attempt ( I think back in 2018) to have resident representation on the Board of Trustees. Board meetings are mostly behind closed doors. There are a few meetings each year where residents are permitted to attend a portion of the meeting.
I would be interested in learning about other states that mandate resident membership of the governing board?
